        • William (Biff) Holt, Managing Director

Captain Holt is the Managing Director of C & H Patriot Security with over 30 years experience with maritime safety, security, and crisis management.  During his Coast Guard career, he served in all management capacities associated with crisis management — Federal On-Scene Coordinator, Chairman of a Regional Response Team and Co-Chairman of the U.S. National Response Team.  He is a former U.S. Coast Guard Captain of the Port during which time he was responsible for all aspects of marine safety and security in his zone of responsibility.

Since entering the private sector in 1992, Captain Holt has served as advisor to governments and vessel owners and operators on a variety of subjects related to marine safety, security, and crisis management.  He is the former Managing Director of Corbett & Holt/Gallagher Marine Systems (CHGMS) and previously was a Partner at Mercer Management Consulting and a Senior Associate at Booz Allen and Hamilton.  He is a frequent speaker on crisis management, risk assessment, emergency preparedness, and marine security.  He received his Bachelor of Science degree from the U.S. Coast Guard Academy and his Master of Science degree from the University of Michigan.

        • Mark H. Johnson, Director of Transportation Security

Captain Johnson is the Director of Transportation Security for C & H Patriot Security.  He is the former Deputy Assistant Administrator of the Transportation Security Administration (TSA) and a former U.S. Coast Guard career officer specializing in safety, security, and environmental protection.  Captain Johnson is also a former U.S. Coast Guard Captain of the Port during which service he was responsible for all aspects of marine safety and security in his zone of responsibility.

In his position as Deputy Assistant Administrator with TSA, he designed the national transportation security program for all non-aviation modes of transportation.  He developed an innovative organizational structure, and risk-based strategy to improve security for maritime, rail, mass transit, highway, and pipeline conveyances and infrastructure.  Working closely with Congressional staff, executives, senior industry stakeholders and senior administration and international government to gain support for the strategy’s implementation, he designed the National Transportation System Security Plan that establishes security standards and procedures for all modal administrators to follow.  Captain Johnson also authored the regulatory standards plan for passenger, cargo, infrastructure security and response preparedness for non-aviation modes of transportation.  He is a frequent speaker on transportation and supply chain security.  Captain Johnson received his Bachelor of Science degree from the U.S. Coast Guard Academy and his Master of Science degree from the University of Southern California.  He is a former Federal Executive Fellow at The Brookings Institution.

        • Richard M. Naccara, Director, Maritime Security

Rick Naccara is the Director of Maritime Security at C & H Patriot Security.  He brings over 25 years experience with maritime safety, security, and crisis management.  His Coast Guard career consisted of many opportunities to serve in all aspects of marine safety, security, and crisis management including the role of Federal On-Scene Coordinator.  In the commercial sector, Mr. Naccara has assisted US and foreign government agencies manage marine safety and security programs, and has assisted vessel and facility owners and operators on a variety of subjects related to marine safety, security, and crisis management.  Since 1995, his roles have included serving as the Managing Director of Patriot Maritime Compliance and Director of the SAIC / AMSEC Maritime Compliance Division. He received his Bachelor of Science degree from the U.S. Coast Guard Academy and his Master of Science degree from Golden Gate University.

        • Mike Edgerton, Assistant Director, Transportation Security

Mike Edgerton is Assistant Director, Transportation Security of C & H Patriot Security with over 20 years experience with maritime security, security risk management, critical infrastructure protection, and crisis management. During his military career in the U.S. Navy and U.S. Coast Guard, he served in key positions pertaining to maritime and port security. He is the former Chief of the Port Security Branch at U.S. Coast Guard Headquarters and served as a Coast Guard representative at the Interagency Commission on Crime and Security in U.S. Seaports. Further, he managed the Coast Guard’s Foreign Port Assessment program, conducting port security assessments in Europe, Africa, Asia, and the Middle East. Mr. Edgerton also served as a primary U.S. expert on maritime piracy and participated in several international fact-finding missions and workshops. He has extensive crisis management field experience and has served as an Operations Section Chief for real-world security contingencies as well as major security exercises.

Since joining C & H Patriot Security, Mr. Edgerton has provided consulting services to an allied Middle Eastern nation regarding the implementation of the International Ship and Port Security Code as well as risk management principles. Further, he has provided advisory services to domestic clients regarding the implementation of the Maritime Transportation Security Act of 2002. He has written several articles regarding maritime security that have been published in the Proceedings of the U.S. Naval Institute, Professional Mariner, Maritime Security Report, and Proceedings of the Marine Safety Council. He was also co-editor of Port Security: A National Planning Guide, a port security planning manual published by the U.S. Department of Transportation. Mr. Edgerton is an adjunct instructor at the U.S. Merchant Marine Academy. He received his undergraduate degree from Bucknell University and a Master of Science of Strategic Intelligence from the National Defense Intelligence College. He is also a graduate of the U.S. Naval War College.
